Proposed new policy for staff recognition awards under review

Human Resources on the Davis campus is accepting comments on a proposed new policy for the management of incentive compensation and recognition awards for staff below the executive level.

The UC Office of the President put forth the new policy, Staff Appreciation and Recognition, or STAR, and a related policy, Clinical Enterprise Management Recognition Plan 2, or CEMRP2, for use throughout the UC system — as replacements for individual (local) plans.

This effort follows UC’s work over the last several years to clarify and standardize its policies and practices for senior management compensation.

The STAR and CEMRP2 plans would not generate any new payments to staff.

Under STAR, managers could give one-time cash awards to staff members below the executive level, in recognition of exemplary performance and contributions. This plan would be used to recognize exceptional performance that contributes to operational and administrative improvements within the university.

Each chancellor would decide whether to implement STAR.

Terri De La Mora, an employee and labor relations consultant with Davis campus HR, said the Davis campus supports the program and will participate.

As proposed by UCOP, eligibility would extend to nonrepresented career PSS employees and MSP employees. De La Mora said Davis will expand eligibility to employees with noncareer status (per diem, floater, limited, contract or casual-restricted).

For each single cash award, the UCOP proposal imposes a limit of 10 percent of the employee’s base salary or $10,000, whichever amount is lower. The Davis campus will not impose further limitations, De La Mora said, even though UCOP allows that flexibility.

STAR would not allow across-the-board-type awards (e.g., awards to a category of employees without regard to performance or relative contribution). “Awards must be based on the recipient’s achievement as an individual or as part of a team,” the proposal states.
